In this volume, Middle East Institute scholars Serkan Yolaҫan and Nisha Mathew delineate the shape of a new order that may be emerging through the apparent chaos of the Middle East. Their concepts of a Northern Tier and a Southern Tier present a rare macro framework that connects many of the disparate dots of events since the eruptions of the “Arab Spring” beginning in 2011, and their head-jerking aftermath. Collaborators flesh out dimensions of the framework while also counterposing evidence that tests its limits.
