[Prominent Speaker Series] SCO: An Important Factor in Ensuring Stability and Sustainable Development in Eurasia
Abstract
The Shanghai Cooperation Organisation (SCO) is a permanent intergovernmental international organisation; its predecessor was the Shanghai Five mechanism. The SCO’s creation was announced on 15 June 2001 in Shanghai, China, by the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan.
Currently, the organisation comprises eight member states, namely the Republic of India, the Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan. Four other states have observer status: they are the Islamic Republic of Afghanistan, the Republic of Belarus, the Islamic Republic of Iran and Mongolia.
The organisation has two permanent bodies: the SCO Secretariat, based in Beijing, and the Executive Committee of the Regional Anti-Terrorist Structure, based in Tashkent, and has six dialogue partners, namely the Republic of Azerbaijan, the Republic of Armenia, the Kingdom of Cambodia, the Federal Democratic Republic of Nepal, the Republic of Turkey, and the Democratic Socialist Republic of Sri Lanka.
In this lecture under our Prominent Speaker Series, HE Vladimir Imamovich Norov, the secretary-general of the Shanghai Cooperation Organisation, will talk about the crucial role that the SCO plays in ensuring stability and sustainable development in the region.

Shanghai Cooperation Organisation
HE Vladimir Imamovich Norov has served as the secretary-general of the Shanghai Cooperation Organisation (SCO) since 1 January 2019. A former foreign affairs minister of Uzbekistan, Dr Norov is fluent in English, German, Russian and Tajik languages.
He graduated from the Bukhara State Pedagogical Institute in 1976 and the Academy of the Interior Ministry of the USSR in 1985. He completed his postgraduate studies at the Academy of the Interior Ministry of the USSR in 1990 and has a PhD in jurisprudence.
HE Norov has several decades of public service, having worked in various positions at Uzbekistan’s Ministry of Internal Affairs between 1978 and 1992. Between 1992 and 1995, he consulted the Office of the President of the Republic of Uzbekistan on administrative and legal issues, and was also a president state councillor.
From 1995 to 2013, he held the roles of deputy minister, first deputy minister and minster at Uzbekistan’s Ministry of Foreign Affairs. Among the many other hats he wore, he was also ambassador extraordinary and plenipotentiary to Belgium, Germany, Poland and Switzerland, as well as head of the mission in the European Union and the North Atlantic Treaty Organization.
He was Uzbekistan’s ambassador to Benelux countries from 2013 to 2017, and he was director of Institute of Strategic and Regional Research under the President of the Republic of Uzbekistan in 2017 to 2018.
He currently holds the diplomatic rank of the Ambassador Extraordinary and Plenipotentiary and was awarded the Order of Mekhnat Shukhrati (Glory of Labour) of the Republic of Uzbekistan in 2003.
